The Crossroads + Corners Coalition (C3 – formerly the BC7RC) is a local nonprofit committed to the equitable revitalization of Baileys Crossroads and Seven Corners within Fairfax County, Virginia. The C3 is an alliance of residents, businesses, and community organizations that share the collective goals of advancing economic development, community resilience, and neighborhood improvements. Together, we seek to reinforce Bailey’s Crossroads and Seven Corners as an eclectic and authentic community bound together by innovation, entrepreneurship, and opportunity for all.

Bailey’s Crossroads and Seven Corners are the geographic and cultural heart of Northern Virginia. Strategically located along major transportation corridors, Bailey’s Crossroads and Seven Corners serve as gateways to Fairfax County from Arlington, Alexandria, the City of Falls Church, and Downton Washington DC. The corridor is a regional destination for shopping and dining, supported by diverse neighborhoods and strong community networks.
The C3 recognizes the opportunity to build off these unique and positive attributes to continue the evolution of Bailey’s Crossroads and Seven Corners into an innovative commercial and cultural hub for the region. To realize this vision, our work focuses on the following core areas:
Enhance commercial viability and the local business community.
Support innovative and transformative developments, including mixed use development, affordable and diverse housing, and building repurposing.
Increase multimodal connectivity and accessibility and lobby for pedestrian safety measures.
Improve community aesthetics and upgrades to the built environment to further establish a sense of place.
Leverage the area’s foundational diversity and vibrancy as the key to a sustainable and equitable future.
Serve as a conduit between a wide range of community stakeholders to build a common community identity.
Our Board
Mike Van Atta, AICP
President
Mike is an experienced land use planner and urbanist who is passionate about the vitality and modernization of northern Virginia communities. He is a strong advocate for housing, commercial resiliency, smart growth, placemaking, and neighborhood vibrancy.
Mike was born and raised in Falls Church and is a homeowner in the Mason District. He has a deep understanding of the history and opportunities for Baileys Crossroads and Seven Corners. He’s a self-proclaimed foody, which he attributes to being fortunate enough to grow up in a diverse and culinary-rich enviornment.
Mike began his career as a planner with Fairfax County’s Department of Planning and Development. Afterwards, Mike was the Planning Manager for the Golden Triangle Business Improvement District (BID) in downtown Washington, D.C. He now works for a local law firm representing clients through zoning entitlement processes in Northern Virginia. Over the span of his career, Mike has been directly responsible for the entitlement of 12+ million square feet of development, including residential, commercial, and mixed use projects.
Daren shumate, PE
Vice President
Daren and his family have lived in the Parklawn neighborhood near Bailey’s Crossroads for over 30 years. Daren has been active in the Parklawn Civic Association, the Parklawn Pool Board of Directors, and in the Northern Virginia Swim League as a meet official.
In addition to running Shumate Engineering, Daren is a Member of the Fairfax Board of Code Appeals and is a Commissioner on the Fairfax County Small Business Commission.
Professionally, Daren is the founder and CEO of Shumate Engineering, a mechanical and electrical engineering firm. As electrical engineer, Daren has been engineer-of-record, project executive, and construction engineer on a wide array of project types with a specialty in hyperscale data center engineering and design.
Kenan Cehic
Treasurer
Kenan has worked as a DoD contractor and Patent Agent, and is currently employed as a Patent Examiner at the U.S. Patent and Trademark Office. He is a member of the Patent Bar and the Institute of Electrical and Electronics Engineers. As a Mason District homeowner, he has served as the Vice President of the Sunset Manor & Dowden Terrace Civic Association, spearheading an effort to re-pave neighborhood roads, and supported successful initiatives for traffic calming and zoned parking in the neighborhood.
Lisa DuBois
Secretary
Lisa has lived in the DC metro area for over 25 years and is a licensed realtor in Virginia, and Washington DC having received numerous awards for sales and Realtor community involvement. Lisa has served in many community volunteer capacities, her most recent role as President of Rebuilding Together of Washington DC. She is a past member of Soroptimist International of Washington DC where she worked on numerous committees and events to benefit the women and children of the nation’s capital.
Robert Seldin
Robert Seldin is the Managing Principal of Madison Highland Live Work Lofts and is responsible for leading all company development activity. With 25 years of award-winning apartment development, design, strategy and innovation leadership, Rob is widely recognized as an industry thought leader. With a 100% entitlement success rate on over 13,000 units in high barrier to entry US markets, Rob consistently generates market leading returns at below market cost bases, providing a permanent competitive advantage to his investors. In addition to conventional apartment assets, Rob is also the US Patent Inventor for the proprietary live/work building conversion and construction method and apartment operating system that has become the basis for this industry re-defining asset type. Prior to managing Madison Highland LW Lofts, Rob was the Founder and CEO of Highland Square Holdings, as well as the Founder and CEO of Novus Residences, LLC; both of which were award winning, DMV based, apartment and Live/Work development and operating companies and Head of National Product Design and Senior Vice President of Mid-Atlantic and Southeast Development for Archstone, a premier apartment industry REIT.
Anthony Chang
Anthony Chang is the Managing Director for Stream Northern Virginia with a focus on commercial office, industrial, and data center projects. Anthony leads strategic direction and operations, with primary responsibilities to include expanding Stream’s leasing, property management, acquisition, and development services while building Stream’s brand presence in Northern Virginia. Bringing more than two decades of mixed use experience having repositioned commercial office and retail portfolios across the Northeast, Anthony brings a unique perspective to challenges facing his clients. Prior to Stream, Anthony was a Vice President at WashREIT where, among his accomplishments were the repositioning and lease up of Watergate 600 and Silverline Center in addition to being a co-founder of the flexible office program Space+. Prior to WashREIT, he was a leasing broker with Cassidy Turley serving clients throughout Northern Virginia. As residents of the Mason District with his wife, two children, they can be found walking and biking around the community searching for new restaurants and experiences.
Linda Nguyen
Linda has lived in the DC area for 20+ years, after graduating from the University of Virginia. She is passionate about building community & creating spaces that matter.
She serves as inaugural Board Member appointee of the Tysons Community Alliance and is active on the Residential Task Force, bringing her expertise as a Land Use & Development Advisor, working on strategic planning efforts that complement the 50-year comprehensive plan to create a vibrant, urban center where people can live, work and play. She has spearheaded successful initiatives to help bring more attainable multi-family options to house the workforce in Tysons and beyond. She also works with other thought leaders across the border in Toronto on innovation, to help alleviate the housing shortage crisis by creatively unlocking access to and find more thoughtful ways to use scarce land in urban areas.
Linda founded Elletienne Property Partners after spending 20+ years advising clients across North America on real estate strategies. This Land Use & Development company helps property owners sitting on underutilized assets maximize their investments by creating mixed-used developments, with public realm components that foster more activation and placemaking. She partners and collaborates with public and private clients from developers and municipalities, to publicly-traded and larger privately-owned dealership groups. In particular, she thrives in navigating the complexities of Automotive Mixed-Use Development and is passionate about building a more resilient future through thoughtful design, for maximum impact to enhance people’s lives.
Phil Kemelor
Phil Kemelor has been a resident of Mason District for 22 years. He has also lived in both DC and Maryland, in Capitol Hill, Glover Park, Takoma Park and Silver Spring. Phil is currently on the board of Fairfax Families for Safe Streets, a community-based volunteer organization that advocates for improved street safety programs, legislation and infrastructure for walkers and cyclists. He was a founding member of the Glover Park Alliance, an organization of citizens, businesses and property owners that successfully established a Main Streets program to energize neighborhood growth through support and encouragement of local businesses. Phil served on the board of Wesley Housing Development Corporation, a non-profit affordable housing development firm from 2009 to 2017 and was the board chair for two years.
Professionally, Phil is an independent consultant with over 30 years of applied experience in marketing, analytics and program management. He has led the delivery of complex data, digital transformation and organizational change projects at Fortune 500 brands, global NGOs, and federal and state government agencies.
Phil continues to serve on the board of C3 to encourage growth of independent businesses, walking, biking and public transportation accessibility and residential development that engages with the community.
Brittany Gjormand Dworkis
Brittany is a proud resident and homeowner in Mason District, but her roots in Northern Virginia run deep. She has lived in Loudoun, Arlington, and Fairfax, giving her a well-rounded perspective on the area’s unique strengths and challenges.
She holds a degree in Architecture from the University of Virginia, where she also pursued studies in urban planning and landscape architecture. She has a particular interest in biophilic architecture and planning, recognizing the powerful role that nature can play in promoting well-being and enhancing quality of life.
With a focus on project management, Brittany has built a successful career as an aerospace and defense consultant. Prior to her current role, she worked in the federal government as a program manager, overseeing the implementation of technical development programs and construction of new facilities. Brittany is excited about the opportunity to contribute her skills and expertise to the C3 organization and her community.
David Early
David has lived in the DC area for more than 30 years – 25+ of those in Mason District. He has been active in Fairfax County Public Schools and other community issues, served on the board of the Falls Church-based Choralis Foundation (where he also sings with the chorus), and regularly takes leadership roles in his church. He currently serves as president of the Sleepy Hollow Manor Citizens’ Association. He earned a bachelor’s degree in political science from the University of Notre Dame and a master’s in journalism from the University of Illinois. David worked for many years in public affairs and communications at various national non-profit and government organizations and is now a licensed Realtor in Virginia and Washington, DC.
Zan McKelway
Zan McKelway has been a homeowner in Baileys Crossroads for 25 years. He is a long-time member of the Savoy Park Condominium Association Board of Directors. He is excited about the potential for revitalizing Mason District and Seven Corners / Baileys Crossroads in particular. He recently retired after a career in public policy communications with a focus on the energy and finance industries. He has a small independent communications consultancy and is spending more time honing his skills as a landscape photographer.
